A Critical Threshold in the Rights Struggle: Seniority Alignment Is on the Agenda!

A CRITICAL THRESHOLD IN THE STRUGGLE FOR RIGHTS: THE INTIBAK ARRANGEMENT IS ON THE AGENDA!

In the transition of contracted and technical staff in art institutions from temporary 4C status to permanent 4A positions, the failure to count their previous service periods towards grade, step and supplementary pay indicators has caused a significant loss of rights.

Moreover, the failure to reflect these periods in retirement entitlements — and in the wages, differentials and bonuses that should have been received while working — constitutes a growing, ongoing injury to our members' disadvantage. Remedying this situation is of great importance for protecting employees' rights and completing the process fairly. We have not stayed silent in the face of the losses of artists whose years were written off.

As the Culture Workers' Union, we are working resolutely to remedy this injustice and protect our members' rights. The case we filed at the Council of State, based on the equality principle of the Constitution, directly concerns thousands of employees, and our initiatives for a legal and administrative resolution of the matter have neared a conclusion.

As a result of the talks we have conducted with the Deputy Ministry since 2024, our efforts to remove the need for our members to file individual lawsuits have neared a conclusion. In this way, a significant burden has been lifted in terms of preventing public losses in the financial, administrative and judicial processes. As of today, an official statement has reached us to the effect that the Ministry intends to bring the matter within the scope of a legislative arrangement, and the necessary follow-up and work for completing the process continue.

In the period ahead, we will continue our efforts to ensure that our members' rights are recognised in full.
