
A Critical Threshold in the Rights Struggle: Seniority Alignment Is on the Agenda!

The previous service periods of personnel who transitioned from 4C to 4A in arts institutions are not being counted toward grade and supplementary indicator; Danıştay proceedings and Ministry negotiations are ongoing.
A CRITICAL THRESHOLD IN THE RIGHTS STRUGGLE: SENIORITY ALIGNMENT IS ON THE AGENDA!
The failure to include the previous service periods of contracted and technical personnel working in arts institutions in their grade, step, and supplementary indicator — during the transition from temporary 4C status to permanent 4A positions — has resulted in a significant loss of rights.
Furthermore, the non-reflection of these periods in retirement calculations, and the continuing disadvantageous accumulation of unpaid wages, differentials, and bonuses to which employees are entitled, constitutes an ongoing grievance.
As Kültür Emekçileri Sendikası, we are working with determination to remedy the said grievance and protect the rights of our employees. The case we filed before the Danıştay on the basis of the constitutional principle of equality directly concerns thousands of workers, and our efforts to resolve the matter through legal and administrative channels are approaching a conclusion.
As a result of the negotiations we have conducted with the Deputy Ministry since 2024, our efforts to eliminate the need for our employees to file individual lawsuits are approaching a conclusion. As of today, official communication indicating that the matter will be covered by a legislative arrangement by the Ministry has reached us, and the necessary follow-up and work toward completing the process are continuing.
