
Warnings and Recommendations to the Directorate General of Fine Arts

We submitted our warnings and recommendations regarding the deficiencies and injustices in the Directorate General of Fine Arts' 4B contractual musician recruitment examination.
WARNINGS AND RECOMMENDATIONS TO THE DIRECTORATE GENERAL OF FINE ARTS
Dear Cultural Workers and Art Lovers,
As Kültür Emekçileri Sendikası, we wish to express our serious concerns and present our proposed solutions regarding the 4B Contractual musician recruitment examination that the Directorate General of Fine Arts announced would begin on Monday morning, 18 March 2024.
For this reason, we kindly ask that the warnings and recommendations set out below be given due consideration:
Warnings:
1. Fair and Equal Conditions: The duration of the examination and the jury's listening capacity fall far short of providing candidates with the opportunity for a fair assessment. The time allocated to evaluate each candidate's performance is extremely limited. For instance, with 712 applications on record, the jury would be required to hear 65 candidates per day.
2. Technical Assessment: It is not possible to assess candidates' technical interpretive abilities within a one-minute timeframe.
Recommendations:
1. Distributed Examination Arrangement: Holding the examination not only in Ankara but also in different cities would provide candidates with greater opportunity and equality. For example, examinations could be held on different days across a total of 6 cities where orchestras are located.
2. Trainee Artist Recruitment: Recruiting trainee artists within the framework of legal regulations would offer candidates long-term career planning.
3. Equitable Employment: Employing candidates under 4B status may create problems in terms of long-term career planning and job security. It is therefore necessary to introduce arrangements that offer the possibility of becoming a permanently appointed artist.
All of these warnings and recommendations have been made with the aim of contributing to the development of art and culture, creating a fair employment environment, and protecting the rights of young artists.
